How many frames per second is needed to make one?

In PicoDay of this year I didn't make an animation, but I can make an animation for MadnessDay this year.
Note: I'm not gonna make an animation like Krinkels, No, no, no...; Those who think about that, they are wrong, it was just a question of fps.
